How Has Rural Tax Reform Affected Farmers and Local Governance in China？

Using nationally representative data, the present paper examines the impact of China's ongoing rural tax reform on farmers. The difficulties in further local governance restructuring are also discussed. It is argued that the issues associated with rural taxation and local governance in China result from inherent tension between an increasingly liberalized economic system and a still centralized political system. Although rural tax reform has helped to reduce farmers' tax burdens in the short term, the establishment of an effective local governance regime requires coordinated reforms to downsize local bureaucracy by providing social security for laid-off cadres, to strengthen local accountability by granting higher local formal tax autonomy, and to promote meaningful participation by expanding local democracy.

在当代中国,非公经济发展与改革开放及制度变迁原本是相通的,欠发达地区经济发展的实质就是非公经济的发展;安徽非公经济发展滞后的深层机理在于既定制度格局下的路径依赖。本课题深入分析了既定制度格局影响安徽非公经济发展的机制过程,以此为基础,提出了进一步加快发展的思路和对策。     

资源环境约束下的和谐增长与制度和谐

经济增长对自然资源消耗和环境污染是不可避免的,然而,当经济增长对自然资源与环境资源的需求超过其承载力的阈限时,就会出现由于资源枯竭与环境恶化的非和谐增长.在对和谐增长相关理论进行梳理的基础上,以我国经济增长对资源、环境的超"阈限"影响为背景,分析"三重失灵"对和谐增长的影响,并将和谐增长纳入制度和谐的框架内,试图从制度约束上探讨长期和谐增长的保障机制.     

Replacement Investment: Optimal Economic Life Under Uncertainty

Replacement investment is essentially a regenerative optimal stopping problem; that is, the key decision concerns when to terminate the life of existing plant – and hence when to start over again. This paper examines this optimisation problem within a continuous time framework and studies the qualitative and quantitative impact of uncertainty on the timing of new investment (and the criteria that should be used for terminating the life of existing plant).

Dynamic and asymmetric impacts of macroeconomic fundamentals on an integrated stock market

A large body of evidence indicates that macroeconomic and financial variables are dynamically interrelated. In an international setup, we analyze the transmission mechanisms of macroeconomic shocks on the stock market of a small open economy in an increasingly integrated world. We use a time-varying vector error correction model (VECM) that allows analysis of asymmetric impacts that depend on the state of the business cycle. A special focus is directed on monetary policy surprises, where we find that foreign shocks exert a strong influence on an integrated stock market, and that the stage of the business cycle heavily affects the signals of the shocks.     

Black economic empowerment,legitimacy and the value added statement: evidence from post‐apartheid South Africa

We examine why companies in South Africa voluntarily provide a value added statement (VAS). The VAS can be used by management to communicate with employees and thereby establish a record of legitimacy. Since we want to establish if the VAS is used to establish symbolic or substantive legitimacy, we examine whether production of a VAS is associated with actual performance in labour‐related areas. To measure labour‐related performance, we use an independent Black Economic Empowerment (BEE) rating. We find that BEE performance is significantly and positively related to the voluntary publication of a VAS. Our results suggest that BEE performance and disclosure of a VAS are two elements of a strategy used by South African companies to establish their substantive legitimacy with labour.     

统筹城乡发展与经济发展互动关系研究——以福建省为例

在指出福建省统筹城乡发展过程中存在城乡收入差距拉大、城乡消费水平不断拉大、城乡公共品供给差距显著、城乡产业发展不协调等问题的基础上,运用主成份分析方法、相关分析法和GRANGE因果分析法进行实证分析,论证了经济发展与统筹城乡发展的关系。结果表明:福建省的经济发展与统筹城乡的相关性较大,而且两者之间存在着一种单向的因果关系,城乡统筹发展会促进社会经济的发展,而经济社会的发展又会带动农村的发展,但经济发展不会自动缩小城乡差距,需要政府的作为。
